Chief Theodor Short is a 30 year veteran of law enforcement. In 1974, he began his career as a member of the United States Army Military Police Corps. After being honorably discharged he joined his hometown police department in Fairfield, Maine in 1977. In 1982, Chief Short became a Maine State Trooper. Upon graduation from the academy he was assigned to Troop A and patrolled the Eliot area for several years. Chief Short was promoted through the ranks and retired from the Maine State Police after serving 22 years at the rank of lieutenant and was serving as the Commanding Officer of Troop A. He became the 5th person to serve as Eliot's Chief of Police in July of 2004. Chief Short holds an Associates Degree (High Honors) in Law Enforcement Technology from Southern Maine Community College, a Bachelors Degree from Husson College (Magna Cum Laude) in Criminal Justice and a Masters in Justice Administration from Norwich University. He is also a graduate of the Northwestern University Center for Public Safety Staff and Command School. Chief Short has received several awards for his service in the law enforcement community, including the New Hampshire Law Enforcement Award for Action Above and Beyond the Call of Duty. Chief Short is a presenter in Community Policing, Police Leadership and Police Ethics.

Deputy Chief Thomas Clements is a native Floridian and began his law enforcement career in 1993 when he graduated from the Polk Community Criminal Justice Academy as top academic cadet and class president. In 1994, he was hired with the Mulberry Police Department where he became the department’s first School Resource Officer and served on the county-wide Gang Intelligence Task Force. He contributed to the development and curriculum of S.A.V.E. (Substance Abuse and Violence Education) which is a nationally recognized educational program that works with six graders on crime prevention and suppression. He also has experience and specialized training in the areas of investigations, training, crime scene processing, domestic violence, and media relations. Officer Michael Grogan graduated from Marshwood High School and holds an Associates Degree in Criminal Justice. He has been employed by the Eliot Police Department for the past eighteen years, the last eight as a full time officer. He has received training in OUI and drug detection, and has led the Eliot Police Department in OUI arrests for the last eight years. Officer Grogan enjoys working for the Town of Eliot as he has grown up in the area and knows a lot of the citizens. Officer Grogan is also involved in boy scouts in the town of South Berwick. He is currently the Assistant Cub Master for Pack 338. He has also taught Merit Badges for Troop 338 in crime prevention and fingerprinting.

Officer Matthew Raymond graduated from York High School in June of 2000. He then went on to attend Southern Maine Technical College where he graduated with an Associates Degree in 2002. Officer Raymond was hired by the Eliot Police Department in August 2002 and then attended the 18 week Basic Law Enforcement Training Program. He is very active in traffic enforcement, as well as being involved in the Eliot schools.

Detective Kevin Curran joined the Eliot Police Department in 2004 with almost 25 years of law enforcement experience. His career began as a police officer in Cumberland, Maine. In 1982, Officer Curran joined the Maine State Police and served there until his retirement last year. His most recent assignment was Troop Detective for Troop G (Maine Turnpike Authority).

Officer Brown was hired in August of 2006 and graduated from the Maine Criminal Justice Academy in December of 2006. Rob served 10 years in the United States Marine Corps before joining the department. Rob is currently pursuing Bachelors degree in Criminal Justice at Husson College.

Officer Moya joined the Eliot Police Department in March of 2007. He has recently helped implement a Mountain Bike Patrol Unit and received formal training as a Police Cyclist. Before joining this department, Officer Moya served honorably in the Air Force Reserve. He enlisted just prior to September 11, 2001 as Security Forces member and was mobilized during Operation Enduring Freedom/ Noble Eagle. He also took part in the humanitarian effort in Louisiana during Hurricane Katrina where he was awarded the Commendation Medal. Officer Moya served as a volunteer Park Ranger in Western Massachusetts and attained the rank of Corporal/ Field Training Officer and was Vice President of his class while attending the Massachusetts Criminal Justice Reserve Intermittent Academy training. He has a degree in Criminal Justice.

Reserve Officer Candice Noble joined the department in October 2007. She also works fulltime at the department as the Administrative Assistant. Officer Noble has been working as a fulltime officer since 2004. She graduated from the 9th Basic Law Enforcement Training Program in 2005 and was voted class Secretary for the program. She holds an Associate degree in Business Management and is currently finishing up her Bachelor's degree in Business Administration. Officer Noble has been trained in law enforcement as a Child Safety Seat Technician, Sexual Assault Forensic Scientist Examiner, Domestic Violence Specialist and Victim Assistance Specialist.
